Progress Papakura is our Long Term Council Community Plan (LTCCP) for 2006-2016. Following is a summary of the information contained in each volume and an explanation of how each relates to the others.


Background

The new Local Government Act 2002 introduced the requirement that councils must at all times have a Long Term Council Community Plan (LTCCP). The 2004 - 2014 LTCCP was a "transitional plan". This 2006 - 2016 plan is the first LTCCP to be audited under the LGA 2002 and is intended to be a comprehensive statement of the Council's intentions for the next 10 years.


What is a Long Term Council Community Plan (LTCCP)?

A LTCCP:

  • Describes Community Outcomes for the District

  • Describes the activities of the Council

  • Sets out a long term focus for the decisions and activities of the Council

  • Provides for integrated decision making and co-ordination of Council resources

  • Provides a basis for accountability of the Council to the community

    Progress Papakura is divided into four volumes as follows:

    VOLUME ONE: COMMUNITY PLAN (2.28MB)

    Volume One explains how we have gathered and recorded the community’s desires for Papakura’s future. It lists the key community outcomes that have emerged from talking with members of the Papakura community. Our approach to achieving these outcomes has been to partner with other organisations, to build community ownership and to guide sustainable development of Papakura. The Community Plan sets out the activities that Council and a number of large organisations are undertaking to achieve these outcomes and measures showing how achievement will be judged.

     

    VOLUME TWO: ACTIVITY STATEMENTS (1.2MB)

    Volume Two describes all the major activities of Council including those that contribute to outcomes identified by the community and those required of Council by law. This volume also includes service levels for activities and details of how these are to be measured.  Finally, this volume also includes the audit opinion on Council’s LTCCP 2006 - 2016.

     

     

    VOLUME THREE: FINANCIALS AND PROJECTIONS (354KB)

    Volume Three: All activities undertaken by the Council have a financial impact on the Council and the community. Some of these are in response to what you have told us you would like to see done; others are carried out to meet our statutory responsibilities. This volume provides details of the Council’s ten year financial projections. It also contains Council’s accounting policies.

    Volume Four contains the policies and background information that support and guide Council’s planning and decision-making.

     

     

     

     

    MAORI OUTCOMES PLAN (3.5MB)

    Maori Outcomes PlanOne-on-one meetings and numerous hui have contributed to the development of the Māori Outcomes Plan, that is being progressed with the leadership of Whaitiaki, a group mandated by the local Māori community and supported by the Sustainable Communities project team.
