CONSULTATION ON RESOURCE MANAGEMENT FEES AND CHARGES

 

Papakura District Council reviews its fees regularly to ensure that they cover the cost of providing services which are deemed to have a private benefit to resource management related applications and activities. The Council is proposing to make the following changes to its Resource Management fees and charges by:

  • increasing staff charge-out hourly rates by three (3) per cent (which is the Council’s rate of inflation)

  • increasing the fees and charges for the following fee categories by three (3) per cent (which is the Council’s rate of inflation):

- plan changes

- land-use consents

  • other Resource Management Act related activities

Consultation on this proposal opened on 8 March 2010 and closes 7 April 2010 at 5.00 pm.

Public Consultations Now Closed

Golf Course Land Use

Papakura District Council has sought the community’s views on lifting a restriction on land involved in a project proposed for Papakura Golf Course. Consultation on this matter is now closed.

Hearings will now be held on March 9 and 10 and the Council will consider the issue and make its decision at a meeting on 16 March.


Plan Change No. 15 - Takanini Structure Plan Area 6 (PC15)

 

PC15 seeks the rezoning of Takanini Structure Plan Area 6 from Rural Takanini to Industrial 1 (~16.6ha), Industrial 3 (~24.8ha), Residential 8 (~5ha), Residential 1 (~0.3ha) and Reserve (~4.7ha) zones. The area is bounded by Papakura Stream to the north, Takanini School Road to the west, Porchester Road to the east and to the south by the existing residential zoned land adjacent Manuroa Road. Pukekiwiriki Reserve Management Plan

Consultation on the draft management plan for Papakura District’s iconic Pukekiwiriki Reserve has now closed.

The plan recognises the site’s cultural, archaeological and geological significance to the region and to Iwi Māori of Papakura District. It has been prepared with the guidance of the Kaitiaki group that advises the Council on matters affecting Mana Whenua in the District.

Central to the plan is a partnership with Mana Whenua which recognises the customary authority of an iwi or hapú over what happens to a site such as Pukekiwiriki.

Mill Road Corridor Study

The Mill Road Corridor is an important link between Drury, Papakura and Manukau. As the region grows, we will need to develop this eastern route to cater for pedestrian, cyclist and vehicle traffic. Papakura District Council is developing a long term plan for the road network between Alfriston in the north of the District to Drury in the south by preparing a Mill Road Corridor Management Plan.

A series of information days held in late 2009 and early 2010 gave residents an opportunity to meet the project team, ask questions and get to know more about the project. The following information was made available at those meetings:

District Plan Changes

Private Plan Change 8 – Pararekau Island Country-Side Living Zone

This private plan change proposes changes to the District Plan to establish a Pararekau Island Country-Side Living Zone, applying to Pararekau Island and an area for access to it across Kopuhingahinga Island (also known as Lees’ Islands). Click here for more information.


Bylaw Consultation

Papakura District Council has consulted on three new bylaws:

  • dog control

  • parking and traffic

  • speed limits


Proposed Dog Policy and Control Bylaw 2009

Changes to current “on leash” approved dog exercise areas are one of a range of measures covered by the new bylaw. It proposes that dogs will now be allowed in the following areas so long as they are on a leash:

  • Central Park

  • Cemeteries

  • Southern Park

  • Graham Tagg Park

  • Rollerson Park

  • Drury Domain

The bylaw also updates provisions for dogs for people with special needs, and adds to the existing bylaw’s rules governing responsible dog ownership.

Proposed Parking and Traffic Bylaw 2009
 

This bylaw simplifies the existing bylaw and addresses issues created by heavy vehicle parking, parking on footpaths, planted areas, median strips and traffic islands, “boy racer” behaviour and limits on the display of vehicles for sale, exhibition or demonstration.

Proposed Speed Limits Bylaw 2009
 

New 10 km/h and 90 km/h speed limits are added to the Council’s existing bylaws governing speed limits in the district, meaning the proposed new bylaw would enable the Council to set speed limits of 10, 20, 30, 40, 50, 60, 70, 80, 90 or 100 km/h. Penalties for exceeding the limits remain as set out in national land transport law.

This private plan change proposes changes to sections of the Operative District Plan which are the subject of changes proposed under Proposed Plan Change 6 and Variation 1 to Proposed Plan Change 6.

Draft Long-term Council Community Plan 2009-2019

Progress Papakura is the draft Long-Term Council Community Plan 2009 – 2019, and builds on the work outlined in the first plan released in 2006.

The plan is divided into two sections. Volume One describes our district, and sets out the Council’s 10 year work programme and budget. Volume Two contains the policies and background information that support and guide Council’s planning and decision making.

Proposal to establish an Arts and Culture Centre Trust

Papakura District Council proposes to set up a new Council Controlled Organisation as a governance entity for the future development, ownership and management of an Arts and Culture Centre for Papakura. It will be an Incorporated Charitable Trust. Submissions on this proposal have now closed.

Proposal to establish a Safer Community Trust

Papakura District Council proposes to set up a new Council Controlled Organisation (CCO) to provide graffiti removal, safety and security services.

The new organisation will be an incorporated charitable trust and has a working title of Safer Community Trust.  It will help reduce and remove graffiti vandalism in public areas; promote community safety and security; and help long term unemployed people to gain skills that help them get employment.

Management plan for Pukekiwiriki Pa

A management plan is to be prepared for one of Papakura’s most significant historic reserves, Pukekiwiriki Pa. The management plan is a requirement of the Reserves Act 1977, and the plan will ensure the pa site and reserve are preserved for future generations.

Papakura District Council is developing the management plan in partnership with Ngati Tamaoho, Ngai Tai, Ngati Paoa-Ngati Whanaunga, Akitai and Ngati Te Ata peoples.

Consultation on the management plan closed 5.00 pm on June 30 2008.


Draft McLennan Park Masterplan

Council has proposed an upgrade of McLennan Park. The Park is about to be extended by a hectare on its northern boundary and with McLennan Development about to begin, the Council believes it is timely to prepare a master plan for the future development and use of the Park. The proposed upgrade is contained in the draft McLennan Park Masterplan which has been released for public comment. Further information available here


Draft Annual Plan 2008/2009 and LTCCP Amendment

The Council's Annual Plan 2008/2009 builds on the direction of Progress Papakura, the Long Term Council Community Plan.

The annual plan continues major projects approved in the LTCCP, provides appropriate resources to enable the Council to meet community expectations for service provision and provides resources to meet needs arising out of growth. Draft Massey Park Development Plan

Council has proposed a significant upgrade of Massey Park. A central destination for Papakura residents, the sport and recreation facility will be integral in providing the district with a safe and vibrant activity centre now and into the future.  Read more about the proposals to redevelop Massey Park.


Rural Plan Change

Papakura District Council has been reviewing the rural section of its District Plan which has delivered a formal plan change to the rural section of the plan.

Council received a number of submissions and the Summary of Submissions formally notified on 14 May 2008, with a call for further submissions closing at 4.30pm on 27 June 2008. Read more
