Environmental Health - Liquor Licensing

The sale and supply of liquor requires a licence. There are a variety of liquor licences and associated application processes under the Sale of Liquor Act 1989. Further information is available below or by contacting the Council's Customer Services Centre on 295 1300.

Liquor Licence Application Forms

Application forms are available from the District Licensing Authority (DLA), including application checklists for On, Off and Club licence applications. To obtain a copy of the relevant application form, you can download them below, or contact the Council’s Customer Service Centre on 295 1300, or email customer services to have one sent to you.

Temporary Authority to operate a licence

Where an existing on or off licence is in force and the business is sold, the owner must apply and obtain a new licence. Pending the application and determination of a new licence, the owner can apply for a temporary authority to operate on the old licence, provided that the existing licence is current for the term of the temporary authority. 

The temporary authority is issued at the discretion of the DLA, usually for a period not exceeding 3 months.

Renewal of an Existing licence

Licensees are responsible for the renewal of their licence.  The expiry date is printed on the licence and when a licence is renewed, it is valid for three years.  A licence issued for the first time, is valid for 12 months only.

An application for the renewal of a licence must be made at least 20 working days before the licence expires.  Please note, an expired licence cannot be renewed.  Once a licence has expired, all alcohol has to removed from sale until a new licence has been obtained.  

Applications for renewals are processed in a similar manner as a new licence.  Planning or building approvals are not required, however a fire evacuation scheme declaration is required to be submitted with the application.

Time Frame for processing new licences and renewals

On, off and club licences require approximately six to eight weeks processing time. The Licensing Inspector (and possibly the Police) may require that you attend an interview during normal working hours prior to the completion of the inspectors report. 

If valid objections are received, the application is referred to the Liquor Licensing Authority (LLA) for determination. The LLA may convene a hearing and this may take several months before a decision is finalised.

Applicants for a special licence should allow 4 weeks for a licence to be processed. Objections to a special licence can be determined by the DLA.


Lodging an application

You can post the application together with all required documents to the Secretary, Papakura District Licensing Agency, Private Bag 7, Papakura or deliver it to the Papakura District Council, Coles Crescent, Papakura.

Payment of the application fee is required when the application is lodged and no processing of the application will occur unless the application is complete.

Please note that all applicants for a new liquor licence, the renewal of a licence or the variation of the conditions of an existing licence, must place two Public Notices  in the Papakura Courier (unless the Licensing Agency otherwise allows). The second Public Notice should appear in the Papakura Courier the week following the first publication.  Note, applications must be lodged with DLA before advertising the application.
