Under the Local Government Act 2002, all Councils are required to
produce a Long
Term Council Community Plan (LTCCP) and to consult with their
communities on the future direction.
Under the Act, the Council has a responsibility to ensure that future
plans incorporate
the community’s vision, and encourages Councils to promote the social,
economic, environmental and cultural wellbeing of their communities.
Papakura District’s LTCCP
outlines the Council’s priorities for growth and development over the
next ten years, and the costs of running the District from 1 July 2004
through to 30 June 2014.
During April and May 2004,
the Council consulted with the District’s residents and ratepayers on
the Draft LTCCP. The Council’s LTCCP is based on the 2004 community
consultation and on previous consultation across a wide range of areas.
We’ve listened to what you’ve told us and incorporated your views into
this Plan.
The LTCCP
lays out the Council work programme and associated budgets for ten
years. It also encompasses a number of the key policies of the Council
and describes why we are involved in our various activities. It should
be pointed out that the degree of certainty to which the budgets can be
predicted reduces over the 10 year period. The focus has been on the
first two years in particular, and these are relatively specific. In
later years, the timing of capital works programmes and the precise
breakdown of project oriented areas, such as planning, is less certain.
With a population of 41,000
and expected to reach 85,000 over the next fifty years, the Council has
to ensure that there’s adequate roading, stormwater, recreation
facilities and transport infrastructure in place to cope. In the next
ten years, the District is expecting an additional 25% more people
(10,000) than it has now. Areas for future development include
intensification around the CBD area, Takanini and Hingaia with well
designed new residential areas being created that will be well served by
transport, schools, community facilities and parks and reserves.

Rates Remission Policy
Amendments
Please note, that
Submissions have now closed on the proposed
amendments to the Rates Remission Policies contained within the
2004-2014 Long Term Council Community Plan.
Amendments to the
Rates Remission Policies have been adopted by the Council in September
after considering submissions, specifically Policy Eight:
Remission of rates on rating units located in commercial or industrial
zones which are used principally for residential purposes
and Policy Eleven:
Remission of Refuse Uniform Annual Charge for Vacant Land or where
Collection Service Not Provided.
