Progress Papakura Progress Papakura is the Long-Term Council Community Plan 2009 – 2019 and builds on the work outlined in the first plan released in 2006. The plan is divided into two sections. Volume One describes our district, and sets out the Council’s 10 year work programme and budget. Volume Two contains the policies and background information that support and guide Council’s planning and decision making. Consultation Consultation on the proposals in Progress Papakura was carried out between 26 March and 27 April 2009.
