Rural Plan Change
Over recent years Papakura
District Council has been reviewing the rural section of its District
Plan. The conclusion of the review saw the delivery of a formal plan
change (Proposed Plan Change 13: The Rural Plan Change) to the rural
section of the plan that took into account:

the role of the rural part
of Papakura District in helping to manage growth across the greater
Auckland region
-
environmental degradation
and opportunities for restoration and enhancement
-
how the transition from
town to country will work in the future
-
issues relating to
activities in the rural area
-
providing for Māori and
their culture and traditions
-
providing for network
utilities
-
and above all providing
for the overall social, economic, environmental and cultural dynamics
of the rural area
Public consultation
activities and opportunities were undertaken to ensure the review
reflected the wishes of the community and could be translated into
effective and appropriate rules. The following documents and maps set
out the information in detail.

Notification/Further Submissions
Proposed Plan Change 13, The Rural Plan Change (PC13) was notified on
Wednesday 07 November 2007 with the submission period closing Friday 14
December 2007. 172 submissions to PC13 were accepted by Papakura
District Council.
The
Summary of Submissions for PC13 was notified on Wednesday 14 May 2008
with further submissions closing Friday 27 June 2008. 248 further
submissions were accepted by Papakura District Council.
The
hearing and deliberation process
A
number of submitters and/or further submitters indicated they wish to
present their submissions and/or further submissions at a hearing. A
hearings panel was appointed and submitters provided with the
opportunity to present their submission to the panel.
The
hearing and deliberation process ran over a number of days between the
25th of February 2009 and 18th March 2009.
Evidence from over 120 submitters was presented to the panel, either
through appearing before the panel or as tabled evidence. Minutes and a
record of submissions and evidence presented/tabled at these hearings
are available.
The
hearing panel reviewed and considered all submissions and further
submissions relative to Proposed Plan Change 13 and the Section 32
analysis that supports the Plan Change. The panel heard and considered
all evidence presented by a number of submitters, advocates for
submitters and expert witnesses during the hearing. The hearing panel
considered the recommendations of reporting officers and called its own
expert witnesses and evidence from Papakura District Council officers
and external experts.
At the
conclusion of deliberations the recommendations of the hearing panel
were presented to the Papakura District Council. At its meeting held on
7 July 2009 Papakura District Council resolved to adopt these
recommendations as its decisions and to publicly notify those decisions
at the earliest opportunity.

Appeals
Papakura District Council
received 12 appeals to the decisions made on submissions to Proposed
Plan Change No.13. The Council is currently working through these
appeals and the plan change remains proposed until all or part of the
document is declared operative.
