What is Temporary Traffic Management?

Temporary traffic management is the process or method of managing road users including vehicles and pedestrians through, around or past an activity on a road reserve safely with a minimum level of inconvenience. 

Temporary Traffic Management is arranged on site by trained staff in accordance with an approved Traffic Management Plan.


What is a Traffic Management Plan?

A Traffic Management Plan is a document which describes the design, implementation, maintenance and removal of temporary traffic management measures while the activity is carried out. 

Traffic Management Plans for use in Papakura district are developed using Transit New Zealand’s national Code of Practice for Temporary Traffic Management.  Specific requirements relevant to Papakura District are available to download through the link below.

These define the levels of traffic management on different road sections and other specific requirements related to operations within the Papakura district.


When is a Traffic Management Plan required?

A TMP is needed whenever there are proposed works, activities or events that will occur on the road reserves.  Applicants must programme and organise their event or work so that traffic flow is maintained at all times unless a road closure has also been applied for and granted by Papakura District Council.


How can I get a Traffic Management Plan?

Any contractor with the relevant qualifications can prepare Traffic Management Plans and implement temporary traffic management measures.  Contractors with specialist skills in temporary traffic management are trained in the requirements of the Code of Practice for Temporary Traffic Management.


Who approves a Traffic Management Plan?

A Traffic Management Plan can not be implemented without being approved by authorised staff of the Papakura District Council.  Where the activity or event affects a neighbouring Road Controlling Authority, their approval is also required.
